Is it true what Craig Ferguson said last night about Texas?

He had a guest and the subject of visiting Texas came up. The guest remarked at how polite people are in Texas and that nobody flips another off in Texas. Craig asked her "do you know why that is? Because an armed society is a polite society." Is that the reason Texans are polite?
